Dr Louise Signal PhD, Dip Com Psyc (Senior Lecturer, Department of Public Health, University of Otago, Wellington).
Louise has extensive research and practical experience in policy making for health and wellbeing. Louise's research interests include health impact assessment, tackling inequalities in health and public health policy making. She has worked as a policy advisor in the Ministry of Health and other central government agencies and advised the Public Health Advisory Committee about the development of HIA in New Zealand since 2002. She is a social scientist with a PhD in Community Health from the University of Toronto. More...
Robert Quigley BCApSc, BSc, PGDipDiet (Director, Quigley and Watts Ltd.)
Rob is a public health specialist who has worked extensively in the field of health and wellbeing impact assessment, both nationally and internationally. He writes, teaches, undertakes, develops and evaluates impact assessment methodologies. Work includes leading HIAs within the transport, energy, urbanisation, environment and injury prevention sectors in New Zealand; lead author on the International Association for Impact Assessment best practice principles for HIA; and secondments to the World Health Organization for HIA development work.

Professor Richard Morgan BSc(Lond) PhD(B'ham) (Department of Geography, University of Otago, Dunedin).
Richard has a strong research and teaching interest in environmental impact assessment (in all its forms and varieties), and in environmental management generally.
Richard served as President of the International Association for Impact Assessment (IAIA) in 2003-4, and remains closely involved with the Association and its work worldwide in advocating for, and supporting capacity building in impact assessment. His work with IAIA has taken him to meetings in all parts of the world, and involvement in workshops, training courses, and research undertakings on a variety of themes and issues. These have included:
- health impact assessment in developing countries,
- certification of environmental professionals in Sub-Saharan Africa,
- environmental management processes in refugee settlements.
Richard is the national convener of the New Zealand Association for Impact Assessment (NZAIA, an affiliate of IAIA) and has maintained an active role in the development of impact assessment in New Zealand.
